Shelter Coordinator

INTRODUCTION:

UN-HABITAT has received funding from CERF through UN-OCHA Nepal to implement a project known as “Non Food Items and Emergency shelter assistance to IDPs and returnees induced by conflict”. The implementing partner of UN-HABITAT is Norwegian Refugee Council (NRC). The project will be implemented from Kathmandu, Biratnagar Nepalgunj, Surkhet and Rukum districts and will cover NRC working areas.

The objective of the project is to provide basic essentials non-food items and emergency shelter materials for 605 vulnerable families (3000 beneficiaries) of IDPs or returnees with priority on women headed household, elderly women, widows who are in desperate need of assistance. NRC Nepal seeks experienced professional for the following position:

Shelter Coordinator (1 position, based in Kathmandu)


DETAILED TERMS OF REFERENCE for the position:

Nature of the Job: Take overall responsibility to implement the project “Non Food Items and Emergency shelter assistance to IDPs and returnees induced by conflict funded by CERF.

Duration of Assignment: Seven and half months

Duty Station: Lalitpur in Kathmandu Valley with travels to project sites.


RESPONSIBILITIES:

Within the framework of UN-HABITAT’s policies and procedures and under the overall guidance of NRC Country Director and of Habitat Programme Manager (HPM) the Shelter Coordinator will be responsible for facilitating and implementing the project within the framework of the proposal approved by CERF.


In particular, the Shelter Coordinator Specialist will undertake the following tasks:

1. Familiarize with the proposal on “Food Items and Emergency shelter assistance to IDPs and returnees induced by conflict” approved by CERF secretariat.

2. Review and revise the work plan in consultation with HPM and NRC Country Director or person assigned by NRC Country Director.

3. Provide managerial and technical advice to the Shelter Assistants assigned in field offices (Biratnagar, Nepalgunj, Rukum and Surkhet) including monitoring and coordination.

4. Facilitate the timely and sequential provision of required technical inputs in support of Work Plan.

5. Take direct responsibility to implement the activities in Kathmandu with logistics and resources available with NRC in Kathmandu.

6. Facilitate to procure material required for assisting the IDPs and returnees in coordination with the Shelter Assistants and human resources available in NRC.

7. Liaise with Support and ICLA NRC team in Kathmandu for the implementation of the project.

8. Organize, facilitate consultation between UN-HABITAT and NRC.

9. Facilitate any other workshops and meetings, prepare meeting minutes and workshop reports and arrange logistics as required.

10. Translate documents from English to Nepali and vice versa, as needed.

11. Submit internal monthly progress reports as well as external mid term and final reports in close working relationships with UN-Habitat Program Manager.

12. Take any other assignment given by HPM and NRC Country within the framework of the project.

13. Coordinate with NSET for earthquake sensitization (documentation material, meetings etc.)


DELIVERABLES: The Shelter Coordinator will prepare produce the following deliverables:


1. 3000 affected beneficiaries (605 families) will receive emergency packages of Non- Food Items and shelter materials for temporary shelter and shelter repair.

2. Activities well implemented coordinated and monitored.

3. Process and experience documented and report produced


QUALIFICATIONS AND EXPERIENCE: The Shelter Coordinator shall have:


1. Advanced university degree in humanitarian project, science, engineering, architecture or related field.

2. At least five years of working experience in similar projects in Nepal.

3. Matured, good communication skill, interpersonal management, and proficient in written and spoken English and Nepali.

4. Excellent IT skills especially MS-Word processing, PowerPoint and Microsoft Excel.

5. Experience in working and dealing with NGOs, INGOs and UN agencies will be an advantage.
