Shelter Assistant

Name of Position: Shelter Assistant - Few

Duration of Assignment: Six and half months (starting date in June 2008)

Duty Station: NRC current locations (based in Kathmandu, Nepalgunj, Surkhet, Rukum and Biratnagar)

Nature of the Job: Take overall responsibility to implement the project “Non Food Items and Emergency shelter assistance to IDPs and returnees induced by conflict funded by CERF in specified areas.


Introduction:

UN-HABITAT has received funding from CERF through UN-OCHA Nepal to implement a project known as “Non Food Items and Emergency shelter assistance to IDPs and returnees induced by conflict”. The implementing partner of UN-HABITAT is Norwegian Refugee Council (NRC). The project will be implemented in Kathmandu, Biratnagar, Nepalgunj, Surkhet and Rukum.

The objective of the project is provide basic essentials non-food items and emergency shelter materials for 605 vulnerable families (3000 beneficiaries) of IDPs or returnees with priority on women headed household, elderly women, widows who are in desperate need of assistance.


Responsibilities:

Within the framework of Norwegian Refugee Council (NRC) policies and procedures and under the overall guidance and supervision of Shelter Coordinator and advice of NRC Country Director, and NRC field office In-charge the Shelter Assistant will be responsible for facilitating in implementing the project within the framework of the proposal approved by CERF.

In particular, the Shelter Assistants will undertake the following tasks:

1. Familiarize with the proposal on “Food Items and Emergency shelter assistance to IDPs and returnees induced by conflict” approved by CERF secretariat.
2. Prepare work plan in consultation with Shelter Coordinator
3. Liaise with NRC Nepalgunj office
4. Take direct responsibility to implement the activities in Nepalgunj with allocated fund together with logistics and resources available with NRC in Nepalgunj.
5. Facilitate to procure material required for assisting the IDPs and returnees in coordination with the Shelter Coordinator and human resources available in NRC Nepalgunj office.
6. Verify beneficiaries and prepare gender disaggregated list with support from NRC filed office
7. Preposition and distribute materials to the beneficiaries in the witness of community representatives and keep proper records.
8. Facilitate meetings, prepare meeting minutes and arrange logistics as required.
9. Submit mid term and final report in the prescribed format to the Shelter Coordinator.
10. Facilitate the monitoring visit of Shelter Coordinator and officials from UN-HABITAT and NRC
11. Take any other assignment given by Shelter Coordinator and NRC Country Director within the framework of the project.


Deliverables: The Shelter Assistants will produce the following deliverables:

1. 100 families will receive emergency packages of Non- Food Items and shelter materials for temporary shelter.
2. 50 families will receive emergency packages of shelter materials for shelter repair.
3. Activities well implemented coordinated and monitored
4. Process and experience documented and report produced


Qualifications and experience: The Shelter Assistant shall have:

1. Bachelor degree in humanities, science, engineering, architecture or related field.
2. At least three years of working experience in humanitarian projects in Nepal.
3. Good working knowledge in administrative work and logistics part.
4. Knowledge in financial issues is additional point.
5. Matured, good communication skill, interpersonal management, and proficient in written and spoken English and Nepali.
6. Good IT skills especially MSWord processing, PowerPoint and Microsoft Excel.
7. Valid motorbike license is needed to carry out the job.
8. Experience in working and dealing with NGOs, INGOs and UN agencies will be an advantage.
