Administrative Assistant

In collaboration with Action Contre la Faim (ACF), Friends of Needy Children (FNC) has been implementing nutrition program in Mugu District. FNC is a child focused organization that works for the rights and welfare of the most disadvantaged children and young people of Nepal. The intention of the organization is to broaden opportunities and ensure that important basic services are provided to the most disadvantaged/ underprivileged children and young people of Nepal; so that they experience their entitled rights. FNC has been working in nutrition, education, child protection, counseling and HIV and AIDS.

QUALIFICATION: Intermediate level with more than 3 years experience on relative field
MAIN JOB RESPONSIBILITIES:

 Collect bills/ receipts; prepare vouchers get it signed, by authority.
 Prepare financial report and send it to FNC head office on time.
 Coordinate with DDC, VDC, Hospital, CDO office, District public Health office and other line agencies and explore possibilities of collaboration and support for the program.
 Work as Logistician; Safe guard office properties and maintain record of their utilization
 Maintain Inventory record and update on regular basis.
 Communicate with NRU supervisor and OTP supervisor and inform the program coordinator of Head office of FNC and Finance Officer on ongoing activities.
 Perform any other jobs assigned by program coordinator of FNC Program Manager of ACF and Assistant Program Manager of ACF.

Field Coordinator (SWASTHA project)

TITLE OF THE PROJECT: SWASTHA – Strengthening Water, Air, Sanitation and Hygiene Treasuring Health

JOB TITLE: Field Coordinator (4 in Nos) – ENPHO (full time)

DUTY STATION: Bharatpur, Butwal, Tikapur and Gularia

RESPONSIBLE / REPORT TO: Project Coordinator – ENPHO, Project SWASTHA.


PURPOSE OF THE JOB:

To implement primarily the project strategies and activities to achieve the objectives as stated in the project document in consistent with strategic direction of ENPHO/Practical Action/UN-HABITAT (Water for Asian Cities Programme).


SPECIAL DUTIES AND RESPONSIBILITIES:

* Coordinate and liase with staffs of partner municipalities and VDCs (for small towns) to implement SWASTHA project activities;
* Mobilize selected communities in partner municipalities and VDCs (for small towns) for implementation of project activities;
* Help identify potential local leaders, mothers, FCHVs, private entrepreneurs, and other trainees from the beneficiary communities in the partner municipalities and VDCs (for small towns) for trainings related to implementation of project components;
* Assist Project Coordinator in effectively implementing the project activities in the municipalities and VDCs concerned;
* Guide and support municipal focal persons for municipality and VDCs’ resource mobilization for the implementation of project activities;
* Support and assist Project Coordinator in overall monitoring of the project activities and budget expenditures related to the project in the municipality and VDCs concerned;
* Provide technical and financial reports to the Project Coordinator as and when required;
* Translate reports and training materials (Nepali - English, English - Nepali) as and when necessary;
* Provide supports for administrative arrangement/logistic managements during trainings, community meetings and other actions related to project implementation in respective municipalities and VDCs (for small towns);
* Coordinate with NGOs/CBOs and other line agencies as required;
* Collect and synthesize field based information for preparation of case stories during and after completion of the plan components for reporting;
* Perform various official works as per direction of the Project Coordinator.


MINIMUM QUALIFICATION:

* Intermediate level but bachelor’s preferable – knowledge in urban issues and social mobilization skills
* Minimum of 2 years of working experience with local authorities (preferably with municipalities)
* Strong communication and field mobilization skills
* Knowledge and skills in basic level of computing
* Good knowledge and experience of PRA
* Willingness and enthusiasm for working with vulnerable communities living in urban and peri-urban slum areas.

Aim 3: Access to Infrastructure Services Programme


PURPOSE OF THE JOB:

To implement primarily the project strategies and activities to achieve the objectives as stated in the project document in consistent with strategic direction of ENPHO/Practical Action/UN-HABITAT (Water for Asian Cities Programme).


SPECIAL DUTIES AND RESPONSIBILITIES:


1. Plan, report, coordinate and manage the project at local level

* Assist Project Manager in preparations for project inception and planning workshops with project partners (central) and municipalities (local);
* Coordinate with municipalities and VDCs (for small towns) to assist on training and awareness raising activities (for e.g. TOT on PoU, health and hygiene, behavior change campaigns, awareness on IAP, waste management practices – 3Rs, HCES approach etc.) as envisaged in the project document;
* Assist Project Manager in conducting baseline studies in partner municipalities and VDCs (for small towns);
* Assist partner municipalities/VDCs (for small towns) in developing participatory WATSAN master plans;
* Assist partner municipalities/ VDCs (for small towns) in assessing existing and new water supply schemes, community sanitation schemes, public schools requiring improvements in WATSAN facilities;
* Assist partner municipalities/ VDCs (for small towns) in building capacities on identifying and promoting local entrepreneurs on ICS, smoke hoods, briquettes etc.;
* Assist partner municipalities/ VDCs (for small towns) for implementing new watsan schemes as mentioned in the project document;
* Assist partner municipalities/ VDCs (for small towns) for improving old watsan schemes as mentioned in the project document;
* Assist partner municipalities/ VDCs (for small towns) for improving schemes school sanitation in 35 public schools identified that need improvements as mentioned in the project document;
* Assist partner municipalities/ VDCs (for small towns) for promotion 4 types of PoU technology;
* Assist in capacity buildling of FCHVs and women leaders in IAP reduction, kitchen management and PoU;
* Assist partner municipalities/ VDCs (for small towns) for institutionalizing developed WATSAN master plans;
* Assist users groups of water and sanitation schemes to link them with existing network and national forum (NGO Forum for Water and Sanitation);
* Assist identified private sector – entrepreneurs in technically supporting to carry out business development activities on promoting services/products on ICS, smoke reduction devices, improved cooking fuels etc.;
* Assist project Manager in supplying field based information for better coordinating with EU municipalities for establishing links and network between Nepalese and EU municipalities.

2. Make field visits to selected communities as per the requirement of the project;
3. Prepare progress reports (quarterly, annual, interim and final) as per internal organizational requirements and respond to the queries related to project as and when necessary;
4. Support Project Manager and Communication Manager in publication of project related technical briefs, manuals, toolkits, case studies, best practices;
5. Support Project Manager in monitoring progress and evaluation of project activities including financial performances;
6. Support Project Manager in assisting MuAN to review and identify gaps in existing municipal environmental health policies and regulation with respect to giving field level practices to translate them into policies;
7. Assist Project Manager in technically supporting MuAN to conduct training on advocacy of pro-poor municipal environmental health policies to municipal stakeholders particularly in identifying local level participants;
8. Contribute to develop practical solutions/innovations to respond to the needs of urban poor people;
9. Co-ordinate and collaborate with other staff/professionals of ENPHO, Practical Action, UN-Habitat and MuAN in order to get their full co-operation for the accomplishment of project targets;
10. Provide inputs to other areas as per requirements in approval of Project Manager;
11. Participate, and provide inputs in preparation of Annual Project Reviews and project annual work-plans;
12. Other responsibilities as directed by the Project Manager.


MINIMUM QUALIFICATION:

* Bachelor’s degree in Social Science or Engineer, advantage of having subjects taken in urban environmental management, urban development and planning, community infrastructure planning
* Minimum of 3 years of experience working in the field urban governance and management or environmental management and have worked with local authorities (preferably with municipalities)
* Strong communication and analytical skills and with fluency in spoken and written English and Nepali
* Knowledge and skills in basic computing
* Good knowledge and experience of PRA
* Willingness and enthusiasm for working with vulnerable communities living in urban and peri-urban slum areas of the country.

REGIONAL RISK MANAGEMENT OFFICERS

DFID / GTZ RISK MANAGEMENT OFFICE

The Risk Management Office (RMO) provides advice to enable DFID and GTZ programmes and projects in Nepal to work safely and effectively. The RMO is looking for 5 highly motivated people to fill the following roles:

REGIONAL RISK MANAGEMENT OFFICERS

These are new and challenging regional positions that require pro-active people with strong analytical skills and the maturity to build relationships with programme staff and the communities where they work. As promoters of the RMOs Safe and Effective Development, (SED) approach they will provide training and advice on SED and risk analysis to programmes in the districts and contribute to the DFID and GTZs understanding of the conditions for development in Nepal.


Qualifications/Experience:

I. A Bachelors degree or equivalent level of academic and professional experience in any of the social or political sciences.
II. At least 7 years experience of working in community development, risk management, political analysis or development project management.
III. Prior knowledge of risk management and SED approaches would be helpful but not mandatory.


Competencies:

I. Fluent written / oral communications in Nepali, and English. Regional languages would be an advantage.
II. Candidates must be able to demonstrate competence in a) analysis and use of information, b) communicating with others, c) influencing, d) planning and delivery of work.


The successful candidates will report from the regions to the DFID / GTZ Risk Management Office in Kathmandu - a small team which places a high premium on initiative, resourcefulness and field presence.
