Program Associate officer

Detailed Job Description / Requirements:

The International Center for Transitional Justice (ICTJ) assists countries pursuing accountability for past mass atrocity or human rights abuse. The Center works in societies emerging from repressive rule or armed conflict, as well as in established democracies where historical injustices or systemic abuse remain unresolved.
In order to promote justice, peace, and reconciliation, government officials and nongovernmental advocates are likely to consider a variety of transitional justice approaches including both judicial and nonjudicial responses to human rights crimes. The ICTJ assists in the development of integrated, comprehensive, and localized approaches to transitional justice comprising five key elements: prosecuting perpetrators, documenting and acknowledging violations through nonjudicial means such as truth commissions, reforming abusive institutions, providing reparations to victims, and facilitating reconciliation processes.
Since August 2007, the International Center for Transitional Justice (ICTJ) has undergone the process of establishing a permanent presence in Nepal. As part of this process, the Center is looking to hire a Program Associate officer for its Kathmandu Office.
Job Summary: Program associate will be involved in the overall office program implementation. This includes the provision of comparative knowledge and analysis, policy advice, technical assistance and capacity building to relevant actors and partners in Nepal. As well as to carry out workshops, trainings and strategic discussions and mutual learning on transitional justice issues in Nepal. The Program associate - National will ensure technical program quality, achievement of planned targets, adherence to implementation timetables and supervision of one national staff.

Specific Responsibilities include but are not limited to:

1. Develop, plan, coordinate and deliver training and workshops in accordance to identified needs.
2. Develop M&E systems for the country program activities and projects.
3. Together with TJ specialist, monitor and manage financial expenditures, ensuring adherence to budgets and compliance with donor requirements
4. Support the timely preparation of narrative progress reports, as well as internal and donor reports as requested.
5. Together with the TJ Specialist identify opportunities to expand office activities, and support the development of project proposals.
6. Build and maintain relationships with local partners, NGOs, district governments, and research institutes, who implement agreed-upon activities contributing to wider program objectives.
7. Support the work of external consultants and to carry out other specific activities needed to achieve program objectives.

Qualifications:
1. Master degree in a relevant field (social sciences, humanities, law) or its equivalent on experience.
2. At least four years of development and/or humanitarian work experience related specifically to training and project management.
3. Demonstrated experience in monitoring and evaluation.
4. Ability to interact effectively with local partners and other stakeholders.
5. Experience in training and experiential learning approaches.
6. Experience managing project activities, budgets, and reporting schedules.
7. Motivated self-starter, able to carry out work independently but also coordinate effectively as part of a team.
8. Strong interpersonal skills, demonstrated in cross-cultural setting.
9. Demonstrated planning and organizational skills.
10. Excellent written and oral communication skills in Nepali and English.
11. Computer literacy (World, Excel and email/internet)
12. Familiarity with transitional justice field is a plus.
