District Manager (DM)

QUALIFICATIONS AND EXPERIENCE REQUIRED: B.Sc. (Agriculture) or I.Sc. (Agriculture) with minimum three years of field experience.


JOB RESPONSIBILITIES:

1. Conduct day to day management and implementation of the program in the district
2. Support in planning, implementing and reporting of district level program activities
3. Work closely with project district staffs and local SO’s partners for achieving project goals
4. Assist to raise the income of target groups through the development of supply chains for micro irrigation technology (MIT), agricultural inputs for growing high value horticultural crops and market channels that serve smallholders
5. Develop supply chains for MIT and agricultural inputs, promote marketing and planning committee (MPC) in the district
6. Maintain effective coordination and linkage with DDC, DADO, other government lines agencies, CBOs, INGO/ NGOs working in the project area
7. Develop team building and capacities of project and SO staff on the BDS approach, SSA planning, value chain development, technical subject matter and micro irrigation technologies (MIT) etc
8. Guide, coordinate and supervise and monitor project staff for effective implementation of project activities in the field
9. Report monthly the accomplished activities as per annual work plan (AWP) to the supervisor and the financial reports to the Finance and Admin Division of organization’s Central office, Lalitpur
10. Develop project information data base at district level and provide to central M&E team as and when required;
11. Perform other tasks as per the need of organization or as advised by the supervisor as when and where required.


OTHER PREFERRED QUALIFICATIONS INCLUDE:

 Dynamic individual capable of strong team work
 Excellent writing skills in Nepali and English and strong computer skills.

Project Accountant

The Project Accountant manage the project accounts for Nepal and supervise the project accounts done by partners accountants in India, and Europe. He consolidates a global vision of the accounting status of all the partners. He is responsible of disseminating the EC Accounting Best Practices to his accounting counterparts. He trains the project team staff on these Best Practices thus ensuring to save time when collecting all the disbursement documentation especially of Trainers / Coach in the field. He ensures that the project accounts are ready for the European Commission annual audit.

Responsibilites/Activities

Learn / understand the EC Audit process and standards and adapt the EC Audit process and standards to local accounting
Develop an accounting procedure for the project expenditure
Manage relationship with PFN Bank and others
Supervise accounting deliverable of Nepalese and foreing partners accountants
Register cash movements in the GL for the project team expenditures
Analyse cash movements against traditional accounting and accounting by activity
Consolidate accounting by activity and traditional accounting
Reconcile actual versus budget
Do and follow-up monthly forecast (i.e. revision of the budget) based on the project yearly budget
Train other accountants involved in this project to project accounting best practices
Develop a monitoring module with KPI and economic analysis on the gap between actual / budget
Alert the Project Director when best practices are not followed or when exceed in budget is forseen
Create a systematic financial report
Prepare monthly and quarterly reportings to Project Director
Total recurring workload

Project Accountant

Project Accountants ( 2 persons, One person based at Jhapa and another based at Kathmandu)



Working under direct supervision of the Finance officer, the responsibilities include
• Daily record keeping and preparation of monthly financial statements.
• Assist finance officer in preparation of annual budget.

Psychosocial counselor

Psychosocial counselors (Ten persons based at Jhapa)
RESPONSIBILITIES:

Psychosocial care and support
• Undertake vulnerability assessments for resettlement candidates referred by UNHCR and IOM.
• Screen and assess referred cases.
• Provide individual, family and group counseling as needed.
• Facilitate other group interventions e.g. classroom based intervention, community resiliency groups, other types of support groups (e.g. recovering alcoholics.)
• Refer individuals and families in need of a higher level of mental health care to AMDA.
Supervision
• Coordinate with, supervise, mentor and support CPSWs in their work which includes: community outreach; conducting community psychosocial orientations; identification, screening and assessment of vulnerable individuals/families; providing basic emotional support; making referrals for counseling or other psychosocial interventions, co-facilitating selected group interventions with Counselors.
• Provide supervision to the 6-month counselling trainees during their refugee camp placements.
Reporting and documentation
• Maintain case documentation of work with clients.
• Write weekly reports in English to be submitted to UNHCR
Coordination
• Participate in weekly project coordination meetings, and weekly peer supervision and support meetings
• Coordinate with other organizations and institutions in the refugee camps, including UNHCR, IOM, AMDA, Lutheran World Federation, CARITAS, camp management committees, Bhutanese Refugee Women’s Forum, Youth Friendly Centres and Child Forums.
Training
• Co-facilitate CPSW and other trainings
• Co-facilitate psychosocial orientations


REPORTS TO: Project Coordinator for direct supervision; Clinical Advisor for clinical supervision.

SKILLS, QUALIFICATIONS AND EXPERIENCE:

Required
• 6 months psychosocial counseling training
• 6 months counseling experience
• Knowledge of psychosocial and mental health care in Nepal
• Fluent Nepali and strong English language skills (spoken and written)
• Ability to write clearly in English
• Willingness to be based in Jhapa for a one year contract
• Strong interpersonal and communication skills
• Ability to work in a multi-cultural environment

Preferred
• Experience being field-based
• Experience working with highly vulnerable clients
• At least 2 years of relevant work experience
• Knowledge of/experience in community based approach to psychosocial care
• BA in Social Science (preferably Psychology)
• Strong facilitation and training skills

Salary range: 13,000-20,000 depending up on the experiences
