Detailed Job Description / Requirements:

The International Organization for Migration (IOM) is seeking qualified Nepali Nationals for the following position based in Damak.

VN#NP/20/08 Public Health Officer – 1 position


GENERAL FUNCTIONS:

Under the direct supervision of the Chief Migration Health Physician (CMHP), Damak, Nepal and supervision of the Chief of Mission, Nepal, for administrative matters the incumbent will be responsible for the public health activities related to the resettlement of the Bhutanese Refugees in Nepal.

In particular, she/he will carry out the following duties and responsibilities:

1. Investigate public health services and epidemiological surveillance system in Nepal. Establish a system of gathering information about epidemiological situation in the country outside of the Refugee camps, with the focus on Jhapa district and adjacent areas.

2. Assist Association of Medical Doctors, Asia (AMDA) and UNHCR to strengthen HIS system in the Bhutanese refugee camps for epidemiologic surveillance of important health conditions and to establish a systematic information exchange between AMDA, UNHCR and IOM.

3. Establish coordination mechanisms, information exchange and reporting system with related Organizations and Ministries.

4. Monitor and analyze the situation in case of outbreaks in refugee camps. Work with UNHCR and AMDA to design and coordinate public health interventions and advise accordingly.

5. In coordination with the IOM Laboratory Manager, work with UNHCR and AMDA to investigate possibilities of IOM laboratory support for infectious disease outbreaks and establish cooperation with the respective laboratories.

6. Establish an epidemiological surveillance, including database for the data collection, in the IOM Transit Center (TC) in Kathmandu.

7. Identify epidemiological and public health concerns in the refugee camps and TC and suggest appropriate corrective/preventive interventions.

8. Analyze epidemiological data generated through surveillance and health assessments, produce monthly statistical and narrative reports and recommendations on the public health issues to IOM, CDC and other partner organizations.


REQUIRED QUALIFICATIONS AND COMPETENCIES:


1. University degree in Medicine or Nursing.

2. Postgraduate training in Public Health, Epidemiology or Infectious Diseases.

3. Working experience: at least 3 years in the domain of Public Health or Epidemiology.

4. Advanced user of MS Office applications, especially Excel and Access.

5. Understanding of principles of data collection, manipulation and analysis is a distinctive advantage.

6. Knowledge of statistical packages is a distinctive advantage.

7. Ability and willingness to work under pressure in field conditions.

8. Excellent communication and negotiation skills.
