Project Coordinator

Scope of Work
OVERVIEW/PURPOSE: TPO Nepal is a leading Nepali NGO working on psychosocial research, intervention design and implementation, capacity building and service provision. TPO was established in 2005, and has a staff of 84.
TPO Nepal is UNHCR’s implementing partner for psychosocial care and support in the Bhutanese refugee camps. There are currently more than 100,000 refugees who have been living in these camps for the last 17 years. Resettlement in third countries began this year, and will continue for the next several years.
TPO Nepal is looking for a Project Coordinator who will have overall responsibility for coordination of the Psychosocial Care and Support for Bhutanese Refugees Project, linkage with UNHCR at the field level, and supervising a staff of 10-14 Psychosocial Counselors and several office/support staff. This position will based fulltime in Damak, with regular bimonthly trips to Kathmandu. The initial contract will be for a probationary period of 4 months, with the possibility of renewal for another year contingent upon the availability of funds.
RESPONSIBILITIES:
COORDINATION
-Coordinates all project activities at the field level
-Lead weekly project meetings; participate in UNHCR, IOM and other implementing partner meetings
- Coordinate activities with: (1) TPO management; (2) UNHCR and IOM; (3) other implementing partners and camp institutions in the refugee camps; (4) other functional teams at TPO (training, research, admin);
STAFF HIRING, SUPERVISION AND DEVELOPMENT
- Recruits, hires and orients new staff as needed
- Supervises staff of 10-14 Psychosocial Counselors and 3-5 project and office support staff
- Conducts staff performance appraisals
- Assesses staff development needs and plans/coordinates in-house trainings and other capacity building activities
PROJECT PLANNING AND REPORTING
- Develops detailed project work plans
- Reviews weekly counselor reports
- Writes monthly and quarterly narrative reports for submission to UNHCR
- Drafts final report
- Develops draft of proposal for renewal/extension

BUDGET PLANNING AND REVIEW
- Supervises Project Accounts Assistant
- Reviews monthly project expenditure reports
- Makes recommendations/requests to Executive Manager and Finance Officer for spending
- Develops preliminary project budgets for renewal; supports Finance Officer in revision of budgets.
REPORTS TO: Executive Manager for direct supervision; Clinical Advisor for clinical supervision.
SKILLS, QUALIFICATIONS AND EXPERIENCE:
Required
• 4-5 years progressively responsible project management experience, preferably in health or social development projects serving vulnerable populations
• Bachelor’s Degree
• Familiarity with psychosocial issues, services and programming
• Fluent Nepali and excellent English language skills (spoken and written)
• Ability to write clearly in English
• Willingness to be based in Jhapa fulltime
• Excellent interpersonal, communication and negotiation skills
• Significant supervisory experience
• Ability to take initiative and provide leadership, juggle multiple tasks, and work effectively in a multi-cultural environment
Preferred
• Experience being field-based
• Experience working with highly vulnerable clients
• 5 years increasingly responsible relevant work experience
• Knowledge of/experience in community based approach to psychosocial care
• Strong facilitation and training skills
Salary range 20,000-30,000 depending upon experience
