Project Coordinator (SWASTHA project)

TITLE OF THE PROJECT: SWASTHA – Strengthening Water, Air, Sanitation and Hygiene Treasuring Health

JOB TITLE: Project Coordinator – 2 in Nos, ENPHO (Full time responsible for SWASTHA project funded by EU NSA, UN-HABITAT and Practical Action)

DUTY STATION: Bharatpur and Tikapur.


RESPONSIBLE / REPORT TO: Project Manager – Practical Action, Project SWASTHA

Aim 3: Access to Infrastructure Services Programme


PURPOSE OF THE JOB:

To implement primarily the project strategies and activities to achieve the objectives as stated in the project document in consistent with strategic direction of ENPHO/Practical Action/UN-HABITAT (Water for Asian Cities Programme).


SPECIAL DUTIES AND RESPONSIBILITIES:


1. Plan, report, coordinate and manage the project at local level

* Assist Project Manager in preparations for project inception and planning workshops with project partners (central) and municipalities (local);
* Coordinate with municipalities and VDCs (for small towns) to assist on training and awareness raising activities (for e.g. TOT on PoU, health and hygiene, behavior change campaigns, awareness on IAP, waste management practices – 3Rs, HCES approach etc.) as envisaged in the project document;
* Assist Project Manager in conducting baseline studies in partner municipalities and VDCs (for small towns);
* Assist partner municipalities/VDCs (for small towns) in developing participatory WATSAN master plans;
* Assist partner municipalities/ VDCs (for small towns) in assessing existing and new water supply schemes, community sanitation schemes, public schools requiring improvements in WATSAN facilities;
* Assist partner municipalities/ VDCs (for small towns) in building capacities on identifying and promoting local entrepreneurs on ICS, smoke hoods, briquettes etc.;
* Assist partner municipalities/ VDCs (for small towns) for implementing new watsan schemes as mentioned in the project document;
* Assist partner municipalities/ VDCs (for small towns) for improving old watsan schemes as mentioned in the project document;
* Assist partner municipalities/ VDCs (for small towns) for improving schemes school sanitation in 35 public schools identified that need improvements as mentioned in the project document;
* Assist partner municipalities/ VDCs (for small towns) for promotion 4 types of PoU technology;
* Assist in capacity buildling of FCHVs and women leaders in IAP reduction, kitchen management and PoU;
* Assist partner municipalities/ VDCs (for small towns) for institutionalizing developed WATSAN master plans;
* Assist users groups of water and sanitation schemes to link them with existing network and national forum (NGO Forum for Water and Sanitation);
* Assist identified private sector – entrepreneurs in technically supporting to carry out business development activities on promoting services/products on ICS, smoke reduction devices, improved cooking fuels etc.;
* Assist project Manager in supplying field based information for better coordinating with EU municipalities for establishing links and network between Nepalese and EU municipalities.

2. Make field visits to selected communities as per the requirement of the project;
3. Prepare progress reports (quarterly, annual, interim and final) as per internal organizational requirements and respond to the queries related to project as and when necessary;
4. Support Project Manager and Communication Manager in publication of project related technical briefs, manuals, toolkits, case studies, best practices;
5. Support Project Manager in monitoring progress and evaluation of project activities including financial performances;
6. Support Project Manager in assisting MuAN to review and identify gaps in existing municipal environmental health policies and regulation with respect to giving field level practices to translate them into policies;
7. Assist Project Manager in technically supporting MuAN to conduct training on advocacy of pro-poor municipal environmental health policies to municipal stakeholders particularly in identifying local level participants;
8. Contribute to develop practical solutions/innovations to respond to the needs of urban poor people;
9. Co-ordinate and collaborate with other staff/professionals of ENPHO, Practical Action, UN-Habitat and MuAN in order to get their full co-operation for the accomplishment of project targets;
10. Provide inputs to other areas as per requirements in approval of Project Manager;
11. Participate, and provide inputs in preparation of Annual Project Reviews and project annual work-plans;
12. Other responsibilities as directed by the Project Manager.


MINIMUM QUALIFICATION:

* Bachelor’s degree in Social Science or Engineer, advantage of having subjects taken in urban environmental management, urban development and planning, community infrastructure planning
* Minimum of 3 years of experience working in the field urban governance and management or environmental management and have worked with local authorities (preferably with municipalities)
* Strong communication and analytical skills and with fluency in spoken and written English and Nepali
* Knowledge and skills in basic computing
* Good knowledge and experience of PRA
* Willingness and enthusiasm for working with vulnerable communities living in urban and peri-urban slum areas of the country.


CONTRACT PERIOD: Initially for 2 years subject to extension upon satisfactory performance. The incumbent is subject to 3 months probation.
